01-2021: UPDATE Port Marine Safety Code Compliance Submission for 2021 – 2024

Update: The Department for Transport has extended the deadline for Port Marine Safety Code compliance statements.  The new deadline is the 24th of September 2021.  All compliance returns should be sent to:

pmsc2021compliance@mcga.gov.uk

 

The Port Marine Safety Code is applicable to both statutory harbour authorities and to other marine facilities which may not have statutory powers and duties; these are collectively referred to throughout The Port Marine Safety Code as ‘organisations’ and may include, but are not limited to, the following;

  • Competent Harbour Authorities (authorities with statutory pilotage duties)
  • Municipal Port or Harbour Authorities
  • Trust Port or Harbour Authorities
  • Private Port or Harbour Authorities; and
  • Marine berths, terminals or jetties

Harwich Haven Authority has a number of marine facilities within and adjacent to its area of jurisdiction.  In accordance with the Port Marine Safety Code it is strongly recommended that organisations or facilities which are not a statutory harbour authority, such as marine berths and terminals, seek a proportionate compliance with the Port Marine Safety Code through the adoption of a formal risk assessment process and the implementation of a marine safety management system; all which complies with The Port Marine Safety Code or any alternative similar standard applicable to their sector.

Every three years the duty holder of a statutory harbour authority, private port and other marine facility is required to send a signed statement to the MCA confirming compliance with the Port Marine Safety Code.  The next round of compliance statements are due on or before the 31st of March 2021.  Statements should be sent via email to:  pmsc2021compliance@mcga.gov.uk
